Alma was started in the spring of 1871 by a team of Union Pacific railroad laborers formerly from Cheyenne, Wyoming. Harlan County was created by the Nebraska Legislature on June 3, 1871, and Alma was designed the county seat on July three, 1871. A dispute amongst the unique settlers led to a dissolution of the town, but it was re-organized in 1874. Alma's position as county seat was challenged by citizens of Orleans, but an 1884 Nebraska Supreme Courtroom choice affirmed Alma's position as seat of Harlan County. Alma officially integrated in July 1881. On January 13, 1880 the Burlington Railroad attained Alma, offering a sizeable raise for regional commerce and trade. In 1887, the Kansas Town and Omaha Railroad also arrived at Alma. Phone service achieved Alma in June 1899. Electric power arrived with a steam electrical power plant in 1906 and drinking water services adopted in 1907. In 1935, main flooding of the close by Republican River presented an impetus to make a dam on the river. The Army Corps of Engineers begun development of the Harlan County Dam on August one, 1946, and accomplished work in November 1952.
